Building on a Cape Coral lot
Cape Coral is a city of lots. Its own economic development plan talks about pre-platted housing lots, and on many streets you still see empty parcels between finished homes. That makes it one of the easiest places in Southwest Florida to build on land you already own.
The catch is that two lots on the same street can cost very different amounts to build on. One already has city water and sewer at the street. The next one sits in a Utilities Extension Project area with a five-figure assessment. One is dry, the other is in a flood zone where fill is capped. We check all of that before we give you a price.
What a Cape Coral build involves
| Permits | Issued by the City of Cape Coral Development Services through its EnerGov Customer Self-Service portal. Since June 1, 2025, permit packages for homes in Coastal A and V zones must be sealed by a registered design professional. |
|---|---|
| Impact fees | Flat per home, not per square foot. The road impact fee is $3,347 and the city has said it will rise by $418 a year. Police, fire, advanced life support and parks fees are added on top. |
| Water and sewer | City utility capital expansion fees for a single-family home (rates for July 27, 2026 to July 26, 2027): water $3,027, sewer $3,090 or $4,188 depending on the district. Lots inside a Utilities Extension Project area carry an assessment: in North 1 East it is $25,538 per 10,000 sq ft parcel plus a $6,750 capital facility charge. |
| Flood and fill | Lowest floor at least 1 ft above base flood elevation under the Florida Building Code. In the flood zone, fill under the foundation is limited to 12 inches and the rest of the site to 30 inches, so higher floors need a stem-wall or deepened monoslab foundation. |
| Wildlife | A burrowing owl and gopher tortoise affidavit comes with every building permit. Burrows get a 33 ft buffer in owl nesting season (February 15 to July 10) and a 25 ft buffer for tortoises year-round. |
| Wind | All of Lee County is mapped as a wind-borne debris region, so every opening needs impact protection. We use impact-rated windows and doors on every home. |
Figures checked against official Lee County and city sources in October 2026. Fees change, so we confirm current numbers in every estimate.
Lots and canals in Cape Coral
The city counts more than 400 miles of freshwater and saltwater canals. A canal lot changes the job: new seawalls and replaced sections have to meet the city's 2022 engineering standards. Dry lots are simpler and usually cheaper to build on, especially where utilities are already in.

Building in Cape Coral: common questions
Do I have to pay the UEP assessment if I build in Cape Coral?
Only if the lot is inside a Utilities Extension Project area or within 200 ft of city service. In North 1 East the assessment is $25,538 per 10,000 sq ft parcel plus a $6,750 capital charge, and the city lets you finance it over 15 years on the tax bill. We look up your parcel before quoting.
Why does my Cape Coral lot need a stem-wall foundation?
Since August 1, 2025 the city limits fill under the foundation to 12 inches in flood zones. If the floor has to sit higher than that, the extra height comes from the foundation, not from more fill.
Can you start work in owl nesting season?
Yes, as long as any burrow on or near the lot keeps its 33 ft buffer between February 15 and July 10. The affidavit is filed with the permit, and if a burrow can't be protected, state and federal permits are needed first.
