Building in Port Charlotte
Port Charlotte is not a city. It is part of unincorporated Charlotte County, so the county's Building Construction Services issues the permit and its rules apply. Applications go through the county's Accela Citizen Access portal, and only Florida-licensed contractors can register to file there. We hold Florida certified general contractor license CGC #1539869.
Like Cape Coral and North Port, Port Charlotte was laid out as platted lots, many on canals. Two things decide the cost of a lot here more than anything else: whether it has central sewer, and whether it is on the water.
What a Port Charlotte build involves
| Permits | Charlotte County Community Development, Building Construction Services, through the Accela Citizen Access portal. |
|---|---|
| Impact fees | Charlotte County collects impact fees under its master fee schedule (Ordinance 2022-032), which is indexed to construction costs and land values. The county is restudying the fees in 2026, so we quote the amount in force on your permit date. |
| Wind | The county's Risk Category II wind map shows two zones, 150 mph and 160 mph. The design wind speed for your house is read from that map for the exact parcel. |
| Sewer | The county is converting areas from septic to central sewer. Vacuum sewer projects cover East and West Spring Lake, El Jobean and Ackerman. Where there is no sewer, a septic system is permitted by the Florida Department of Health in Charlotte County. |
| Canals | Waterway maintenance in places like South Gulf Cove, Gulf Cove and Northwest Port Charlotte is paid through special assessment units, which show up on the tax bill of a waterfront lot. |
| Flood | Lowest floor at least 1 ft above base flood elevation under the Florida Building Code. We check the FEMA map for every parcel. |
Figures checked against official Charlotte County and city sources in October 2026. Fees change, so we confirm current numbers in every estimate.

Building in Port Charlotte: common questions
Who issues building permits in Port Charlotte?
Charlotte County, because Port Charlotte is unincorporated. Permits are filed through the county's Accela Citizen Access portal by a Florida-licensed contractor.
What wind speed does a new Port Charlotte home have to meet?
Charlotte County's wind map puts parcels in a 150 mph or 160 mph zone for homes. The engineer reads the value for your exact lot, and we build to it with impact-rated windows and doors.
Is my Port Charlotte lot on sewer?
It depends on the street. The county is extending sewer through projects in Spring Lake, El Jobean and Ackerman, and other lots still use septic. We check your parcel before quoting.
