City of Naples or unincorporated Collier County
Inside the City of Naples the city's Building Department issues the permit. Over 90% of addresses in the city are in the special flood hazard area, so floor elevation and floodplain review shape the design from the first sketch. New flood maps took effect there on February 8, 2024.
Outside city limits, Collier County handles permits. Golden Gate Estates is the big one for custom homes: large lots, mostly outside the county water and sewer district, so a private well and septic system are part of the build.
What a Naples-area build involves
| Permits | City of Naples Building Department (CityView portal) inside city limits. Collier County Growth Management through its CityView portal everywhere else, using the 1-2 family home application. |
|---|---|
| Impact fees | Collier County schedule effective May 1, 2026, single-family under 4,000 sq ft: $23,763.97 before water and sewer, $34,051.97 where county water and sewer serve the lot. Homes of 4,000 sq ft and up: $36,823.95 with utilities. A fire district fee is added. Inside the City of Naples the county does not charge its parks, law enforcement, fire, water or sewer fees; the city has its own. |
| Flood | Lowest floor at least 1 ft above base flood elevation. In unincorporated Collier the floor must also be at least 18 inches above the crown of a paved road, or 24 inches if the road is unpaved. Collier holds Community Rating System Class 5, a 25% flood insurance discount. |
| Water and sewer | County water and sewer where available. Most Golden Gate Estates lots are outside the county water-sewer district, so the house needs a well and septic system with a health department permit. |
| Beachfront | Lots seaward of the Coastal Construction Control Line need a state permit, and the City of Naples has its own coastal setback line. |
| Design review | Single-family zoning districts in the City of Naples are not subject to Design Review Board review. |

Building in Naples: common questions
How much are impact fees on a new home in Naples?
In unincorporated Collier County, a single-family home under 4,000 sq ft pays $23,763.97 on the May 1, 2026 schedule, or $34,051.97 with county water and sewer, plus a fire district fee. Inside the City of Naples several county fees don't apply and the city charges its own.
Do Golden Gate Estates lots need a well and septic?
Usually. Collier County's water-sewer district decided in 2018 not to serve Golden Gate Estates lots unless residents form a taxing unit for it, so most new homes there use a private well and septic system.
How high does a new house in Collier County have to sit?
At least 1 ft above base flood elevation, and in unincorporated Collier also at least 18 inches above the crown of a paved road (24 inches on an unpaved road). Whichever is higher wins.
